Occupy protesters demonstrate their disillusionment with Washington

Protesters stormed onto the steps of the Supreme Court to decry corporate personhood, left handwritten messages on cards on a White House fence for the president?and met with their lawmakers -- wrapping up a day of action primarily focused on American's disillusion with the legislative branch.

On the West Lawn in front of Congress on Tuesday, they held group talks on national protest planning and networking among Occupy outfits, a general assembly, and the Occupy Wall Street Think Tank led a discussion on the question, "What does democracy look like?"

The numbers were lower than the expected thousands, but more people streamed in toward day's end, when a march -- accompanied by chanting of slogans and the beating of drums and shaking of tambourines -- left from the Capitol for the high court and the White House, spinning through the D.C. streets with police clearing the way for what appeared to be between 1,000 and 2,000 demonstrators.

One of the disappointing aspects was the limited presence of congressional representatives, said Mario Lozada, a 25-year-old immigration lawyer from Philadelphia.?

"We came here really for that dialogue ... to speak with our representatives, to make our presence known," he said. "We all have that same sentiment that our elected officials are not representing us" and that it was a corrupt system with corporate money "drowning out our voices."

The rain and timing on a work day may have affected turnout, but they were still pleased with the numbers, he added.

Christopher Seerden, 30, who traveled by train from Santa Cruz and wore a tent in solidarity with Occupy Melbourne, said he was there?to let the government know that they were done with corporate greed.

"My family lost their dream home due to the banks screwing them over. So I'm here helping my family in solidarity," he said, as protesters chanted, "Whose streets, our streets."?"I wish there were a million people here but this'll work ... I think it's still a good message to bring out on the first day of Congress in session."

The protesters then surged onto the court steps, filling them, waving flags and signs, chanting, "'the people united will never be defeated," and "money is not speech" in reference to the?landmark Supreme Court decision affirming corporate personhood and money as speech, known as Citizens United, and which marks its second anniversary on Saturday.

As they cascaded down Constitution Avenue, protesters cheered as they passed by a building bearing large text of the first amendment, with some stopping to read it out loud. Reflecting on her time in D.C.,?Kelsey James, an 18-year-old protester from Reno, said it had been an intense experience.?

"I've been moved deeply by seeing everybody unite and I thought that coming to our nation's capital to speak was very important," said?James, noting that she had a positive experience with a Florida lawmaker she met Tuesday who had encouraged her to participate in the political process.?

Near the end of the route was the White House, where protesters crafted messages for Obama on multi-colored heart-shaped cards and attached them to the fence with string. Other protesters formed a circle and meditated, while yet others chanted, "N-D-A-A, we say no way," referring to the controversial legislation that allows for?the indefinite detention of U.S. citizens accused of being terrorists.

Preparing for the six-hour bus trip back to Greensboro, N.C., 65-year-old Cynthia Maddox, an accountant for small business and handles income taxes, said the day had given her hope.

"It's just that there's this whole generation that's come up and taken things into their own hands," she said, as protesters chanted, "We want progress, Occupy Congress."

Delaware Gov. Jack Markell has decided to spare the life of a man who was facing execution this week for the 1990 murder of his girlfriend.

Robert Gattis was scheduled to die by lethal injection Friday for killing Shirley Slay.

But Markell has decided to accept a recommendation from the state Board of Pardons that he commute Gattis' death sentence to life in prison without parole.

Markell says the decision to grant clemency to Gattis is among the most difficult he has made as a public official, and that he realizes it may cause pain to Slay's family.

But the governor also said he gives great weight to the decision by the pardons board, which reviewed Gattis' case thoroughly and voted 4 to 1 for commutation.

According to delawareonline.com, it is the first time in modern memory that a Delaware governor has commuted a death sentence.

Markell said Gattis must surrender all future legal appeals and spend the rest of his natural life in prison, as a condition of his clemency.

Gattis' plea for clemency was based on new evidence about the physical and sexual abuse he suffered as a youth. He said he has become a new person in prison.

"I'm not the Robert Gattis that killed Shirley Slay. That is not who I am now. I am the Robert Gattis who has two sons I love and respect," he said at his parole hearing last week.

(AP) ? What do you get for a monarch who has almost everything? Not, apparently, a new yacht, at least not one paid for with taxpayer funds.

That was the message Monday as a brief boomlet of support for the idea of providing Queen Elizabeth II with a new royal yacht to mark her Diamond Jubilee was quickly deflated by Prime Minister David Cameron.

It is estimated that a new yacht would cost at least 60 million pounds ($92 million).

Cameron's spokesman Steve Field said it would not be appropriate for public funds to be spent on a new yacht during times of economic hardship. But he said the government would be supportive of private efforts to provide a new ship for the queen.

He acknowledged that ministers have been approached over plans to raise donations for a privately funded vessel and that the government "would react favorably" to a firm plan.

"There are a number of proposals out there for a privately financed yacht," Field said.

Cameron has been contacted over the proposals and Britain's government could potentially play a role in facilitating the construction of a new royal flagship ? even though no taxpayer money would be used.

"I don't think anyone is suggesting public money should be used for this," Field told reporters Monday. "There is a difficult economic situation, there are scarce public resources, therefore we don't think it would be an appropriate use of public money."

The idea of a new royal yacht was proposed by Education Secretary Michael Gove, who suggested in a leaked letter that the queen should receive a replacement for the Royal Yacht Britannia, which was decommissioned in 1997 after 44 years as a floating royal residence known to have been cherished by the queen.

He said the jubilee offers a "tremendous opportunity to recognize in a very fitting way the queen's highly significant contribution to the life of the nation and the Commonwealth."

Royal watchers who have followed the queen's long career remember that one of the very few times she has shown emotion in public was when she shed a tear at the decommissioning of the Britannia, which is now berthed in Edinburgh as a tourist display.

The ship sprang a leak earlier in January, requiring repair work.

It is not clear if the queen even wants a new yacht. She is in her mid-80s and her husband, Prince Philip, is 90 and was recently found to have heart disease.

Buckingham Palace officials said they would not be commenting on the matter.

Fewer Babies Die, but Many Suffer Long-Term Health Problems

Infant mortality is at its lowest rate ever. Now fewer than three percent of babies worldwide die within the first five weeks of life, which is surely cause for celebration.

Many of the infants who have been saved, however, did not enter this world easily. A new analysis published online Thursday in The Lancet found that babies who were pre-term, delivered to mothers with infectious diseases, or had other complications had a 39 percent chance of having at least one type of cognitive or physical impairment.

The new analysis examined data from 153 previous studies to find data on 22,161 babies who had survived a complicated pregnancy or birth. Of the 39 percent of those children who suffered some impairment from the birthing process, 59 percent ended up with learning difficulties or developmental delays and 21 percent had cerebral palsy. ?These impairments cause a major socioeconomic burden, especially in resource-poor countries,? the researchers note.

The problem isn?t getting better. In the past four and a half decades, the frequency of long-term impairments for newborns who survive complications has remained about the same, according to the research team, which was led by Michael Mwaniki of Kenya Medical Research Institute?s Center for Geographic Medicine Research. The scientists suggest that improved medical technology has ?increased survival in neonates who would have otherwise died,? which cancels out advances in treatment for less severe cases.

Even in wealthy countries where health care is widely available, complications during pregnancy increase the odds a child will have a chronic disease later in life. In middle- and lower-income countries, impairment of a child can mean ?major burdens on families and societies, and shortened life expectancy,? the authors write.

But many of the tools, such as antenatal steroids, for improving the outlook for these children already exist. ?Complications of preterm birth can be reduced by cost-effective interventions,? as can those from birthing trauma, according to the authors. Additional long-term support and rehabilitation can also help.

White House criticizes online piracy legislation (Reuters)

WASHINGTON (Reuters) ? White House officials raised concerns on Saturday about online piracy legislation in the works in Congress that top technology companies have decried as heavy-handed, saying a lighter touch would be better.

In a statement, three advisers to President Barack Obama said they believed the proposed Stop Online Piracy Act (SOPA) and other bills could make businesses on the Internet vulnerable to litigation and harm legal activity and free speech.

"Any effort to combat online piracy must guard against the risk of online censorship of lawful activity and must not inhibit innovation by our dynamic businesses large and small," said the officials, including White House cyber-security czar Howard Schmidt.

The House of Representatives' SOPA bill aims to crack down on foreign websites selling pirated U.S. movies, music or other counterfeit goods by allowing private parties to target the websites' advertisers and payment providers.

It has put Internet giants, consumer groups and free speech advocates in opposition to U.S. copyright industries, including Hollywood studios and music labels, that have long argued for tougher protection.

The search engine Google Inc told Congress in November the bill went too far and could depress investment. Along with leading online firms Yahoo!, Facebook, Twitter and eBay, it ran advertisements in major newspapers urging lawmakers to rethink their approach.

Proponents of the legislation argue that current U.S. laws leave few options for copyright holders whose products end up on foreign websites.

Lamar Smith, a Texas Republican who chairs the House judiciary committee, said the bill went after those who steal U.S. technology and products and distribute them illegally.

"It is not censorship to enforce the law against foreign thieves," Smith said on Saturday, estimating that intellectual property industries provide 19 million high-paying U.S. jobs and account for more than 60 percent of American exports.

"Congress cannot stand by and do nothing while some of America's most profitable and productive industries are under attack," he said in a statement responding to the White House.

Smith, in an interview with Reuters on Thursday, vowed to press ahead with the bill.

'WORST OFFENDERS'

Under the SOPA bill, if a judge agrees that websites offer material that violates U.S. copyright laws, Internet service providers could be required to block access to foreign sites and U.S. online advertising networks could be required to stop ads and search engines barred from directly linking to them.

The U.S. Chamber of Commerce said on Saturday it strongly supported the House legislation as well as the "Protect IP Act" in the Senate, calling both "narrowly targeted bills designed to target the worst of the worst offenders."

"Given the broad consensus that this issue needs to be addressed, it is time to come together and adopt strong legislation that ends the ability of foreign criminals to prey on innocent consumers and steal American jobs," it said.

Schmidt and the other advisers said the Obama administration was ready to work with lawmakers on a narrower, more targeted approach to online piracy to ensure that legitimate businesses - including start-up firms - would not be harmed.

They also said online firms and Internet providers should adopt voluntary standards to clamp down on piracy, an approach that Republicans in Congress and many companies have said lacks the teeth to have an impact.

Saturday's statement did not make clear whether Obama would veto the piracy legislation if it reaches his desk, something the White House would likely spell out more formally ahead of a vote in Congress.

Sherwin Siy, deputy legal director of the consumer rights group Public Knowledge, called on lawmakers to set aside the existing bills and get to work on a new "consensus bill" responding to the White House concerns.

"The messages being sent by the public in opposition to this bill are finally getting through to Washington," Siy said.
